Thanks for the update. I eventually had to reload the OS after going through many iterations of whack-a-mole for various registry keys, that had permissions problems. I suspect that the office to upgrade is poorly coded and the msiinstaller just machine-guns problems throughout the registry.

All the entries with broken permissions had mssiinstaller as a user added to the permissions list. A clean install on a virgin OS worked just fine.
